Idoia is a GovTech expert with over 17 years of professional experience, including more than 7 focused on open innovation in the public sector. She has led the strategy for eleven GovTech labs and has produced four specialized studies in the field. Before founding Gobe, she was Director of the PublicTech Lab at IE University and served as Senior Advisor to the Secretary General at the Inter-American Development Bank (IDB). She holds a Law degree, an MBA from MIT, and a Master’s in International Relations from Georgetown University. Apolitical recognized her as one of the 100 most influential people in the world in digital government.

Specialising in consulting, finance and public procurement, Ane brings over 15 years of international experience. She began her career at PwC as an auditor, later working in Australia advising public authorities on strategic planning, risk management and procurement. At ACCIONA, she took part in major infrastructure tenders and led the structured financing of international projects, finishing her tenure as Finance Director for water concessions in the Middle East. She holds a degree in Economics from Universidad Carlos III de Madrid, a postgraduate qualification in Finance and Management from the London School of Business & Finance, and a certification in Sustainable Finance from the Frankfurt School of Finance & Management.

María has over eight years of experience in strategic and service design, working as a civil servant and consultant for renowned institutions such as the British Government Digital Service (GDS). She has more than three years of experience leading open innovation challenge projects in the public sector. She has contributed to identifying challenges and developing pilots for public administrations, bringing a design-driven approach to service transformation. María holds a bachelor’s degree in Graphic Design and Advertising from the Escuela Superior de Publicidad in Madrid and a master’s degree in Product Design from the Royal College of Art in London.

Laura has over 11 years of professional experience, including over six years in the GovTech field. She has led two open innovation labs as a project manager and has led eleven GovTech processes for public administrations over the past three years. Her background spans public policy evaluation, innovation project management, and working with tech startups on pilot initiatives. She holds a degree in Economics from Universitat Pompeu Fabra and a Master’s in Economic Development and Growth from Lund University.

Diego has over 13 years of professional experience, including more than seven in the startup ecosystem. He has helped manage Spain’s first GovTech accelerator and has conducted market research for over 100 public-sector innovation challenges designed for GovTech startups. His background combines a strong business foundation with a focus on technology and public-sector innovation. He holds a degree in Business Administration from Universidad Autónoma de Madrid and a Master’s in Professional Development from Universidad de Alcalá.

Sofía has over seven years of professional experience, including more than five years in GovTech project management. She has worked as a project manager in four open innovation labs and has coordinated eleven GovTech projects over the past year. She has also led various international initiatives in Europe and Latin America. Sofía has worked for specialized GovTech consultancies, such as PUBLIC in London and the IE PublicTech Lab, the first GovTech center in Spain. She regularly contributes to GovTech publications and speaks at international conferences. Sofía holds a degree in International Relations from IE University and has completed executive training in digital transformation for governments at the Harvard Kennedy School.

With more than ten years of experience in software development and technology leadership, Mencey heads Gobe’s technology and data strategy. He was CTO and co-founder of Bildia, where he spearheaded the product’s architecture and scaling, worked on innovation projects at Accenture for international clients, and also worked as a freelance full-stack developer, building websites and MVPs. At Gobe, he drives the technology roadmap for the Open and Ventures platforms, ensures the quality of the startup database, and bridges technology and business to deliver robust and impactful GovTech solutions. He also leads the exploration and implementation of AI solutions to accelerate the company’s growth, while overseeing governance of internal tools, analytics, security, and operational efficiency.

Leyre specializes in managing digital transformation projects in the public sector. She has more than six years of experience, having worked at the GovTech consultancy PUBLIC in London, where she evaluated digital transformation policies, implemented and assessed technology projects, and advised British public sector clients on innovative and sustainable public procurement. Previously, she worked as a commercial advisor at the Spanish Economic and Trade Office in London. Leyre holds a bachelor’s degree in Political Science and International Relations from the University of Birmingham, a master’s degree in Innovation and Entrepreneurship from the University of Bristol, and an MBA in International Management from Menéndez Pelayo International University.

Pamela has over 13 years of professional experience in strategic communication, research, and digital content production. She has worked with international media and organisations across Latin America, the United States, and Spain, with a focus on public interest topics and the development of specialised GovTech reports. She holds a degree in Social Communication from Universidad Católica de Santiago del Estero and a Master’s in Bilingual Journalism from The City University of New York (CUNY).

Lidia became interested in GovTech during her Economic undergraduate studies at the University of the Basque Country (UPV/EHU). Since then, she has spent two years at Gobe, actively contributing to the implementation of open innovation projects. She has also scouted technologies and startups, which has helped her develop a deep understanding of the GovTech ecosystem.

Sofía has over six years of experience in digital product design and management, leading multidisciplinary teams. She previously worked at Ualabee, a mobility SaaS company, where she led strategic initiatives in product development, growth, and customer experience, improving usability, adoption, and satisfaction for both B2B and B2C users. She holds a degree in Tourism and Transport Business Management from the Universidad Provincial de Córdoba, Argentina, and has received additional training in digital analytics, product management, and technology leadership. Currently, at Gobe, she manages projects while bringing a product-focused perspective shaped by her experience in tech startups.

Agustín has experience managing international projects and programs. He worked in strategic sustainability and social impact consulting at Transcendent, where he contributed to the design of ESG plans and impact measurement models. He has also coordinated with public- and private-sector stakeholders on initiatives for UNICEF. Agustín holds a degree in Business Administration and International Relations from IE University.

Luis has over two years of professional experience, specializing in market intelligence, the public sector, and digitalization. He has worked at Boston Consulting Group (BCG) in the Energy Digitalization and AI team, at ICEX–Invest in Spain as an investment analyst, and at the Embassy of Spain in Côte d’Ivoire. He holds a degree in Economics and International Relations from Universidad Rey Juan Carlos and a Master’s in Economic Development and Growth from Universidad Carlos III of Madrid.

Grace has over two years of professional experience, specializing in service design and customer experience. She began her career in B2C customer experience consulting at Avanza, supporting public procurement bids and systematizing knowledge on public administration–supplier collaboration to improve services for citizens. She holds a degree in Service Design from the University of Navarra and a Master’s in Customer Experience and Innovation from EAE Business School, specializing in social innovation and health.

Irene specializes in finance and administration. She worked for three years at the BPCE banking group, managing tax and accounting files for international clients. She holds an Advanced Vocational Diploma (Higher Technician qualification) in Administration and Finance from Universidad Alfonso X.
